There's a bit of wiggle room here. You might just need to wait for Netflix to release the next .0 software update that removes that restriction and re-unlocks it.
But it could be that you don't meet their minimum specs to use this feature. You might get a message about that if you go to the app store to check out available downloads.
But since you're new to the Apple ecosystem, it could be anything. You might try to download the app and run it without waiting for a download to complete first. If that results in a working installation, that would tell you that you are at least above minimum spec.
