There's a little bit of a splash at the top and bottom before you get to the usual scrolling text and video. Does anyone else notice that? This is the sort of ad Netflix would never approve of.
I think the difference is that this isn't a prerecorded ad, it's a live ad, so there are no actors. Maybe it's a combination of the actors getting in the way of some of the more subtle, but important, details.
I also think it might be related to the release of some new movies, such as The Hunger Games: Mockingjay - Part 2. Since that came out, there have been countless live, or splash, ads on Facebook. The ads include trailers, sometimes with sound, for The Hunger Games: Mockingjay - Part 2.
I don't remember seeing any ads with sound for that film, so it was definitely live. The latest one I saw was not prerecorded, so it's probably live, as well.

I did see a small video ad with no sound on the top and bottom, which is very odd. Perhaps they want to keep the trailer from being heard as a normal video ad, and the prerecorded is a silent video ad (to get those views). Who knows.
It definitely looks different to me.

The L2TP VPN works by encrypting data as it leaves the router and when it arrives at the remote location. Once this data has been encrypted, the data cannot be read by anyone in the route between the original and the final destination.
