How do I setup a proxy server in Wingate?

I'm trying to setup a proxy server using wimax for a small wireless network that I have here at home.

I have the correct configuration information, I can configure the wireless card using ndiswrapper. But I'm having a hard time configuring the actual server. I found the instructions here: and I'm trying to follow those instructions. But I'm having trouble.

My first problem is I don't have a "Web Settings" option to add the proxy server. How do I get this option? Secondly, the instructions are for a WinXP box, but I'm running Win7.
