If there isn't a working emu yet, do you have any information about the hardware specs?

1st gen only, right? 2nd gen only, because they just released the new models. 3rd gen, yes, but it won't be backwards compatible. The emulator should be quite easy to implement. As long as it emulates the 3DS, then we just need to take care of all the details and do some minor optimisations. It's like when I did an NES emulator on my RaspberryPi :D

I can do a basic 3ds emulator. But I don't have enough spare time for something larger.

To answer my own question. The emulator would have to be ported in reverse compatibility (to be able to work with the old games). So that means having a new model and/or a new video mode compatible with 3DS.

Well you'd have to reverse emulate those features since your 3DS emulator will also have to support it. That's why we use virtual consoles on our emulation server.

How could we get the old and new firmware versions? If possible this is the most problematic part. The old version would have the same name of the current one and be backwards compatible.

I'm gonna make some small research and contact Nintendo for more information. It might be possible to get the firmware files from retail units. But I never heard of anyone selling such a firmware (or did I do something wrong?)

I think that it is a rumor or a fake news. In Japan, the new versions just appeared (they were released today, even), and all of them work perfectly fine with a previous generation DS / 3DS (even 3DS Lite).
