There's not much to say. The root server is located in the US, if you're talking about Canonical's web servers and also the main Ubuntu archive mirroring sites. All other mirrors use a proxy which allows us to route things through their own servers even if we're technically not responsible for them (this is legal for us as there's nothing else Canonical can do).
