How do I find my voice recordings?

For example, when I speak a memo, the "Record for" and "Record to" options are greyed out. What's that about? I get the same error, even after I've tried to re-enter and re-sync my contacts. My phone is a Galaxy S3, and I'm not using Exchange.
Edit: If I open an email, and try to edit the header, that too fails. Re: ? How are you syncing contacts? Via Email or some other method? If you've got it connected to your gmail account it should sync everything. I have multiple email accounts, and sync via gmail on my phone. How should I be syncing them, since most of them are gmail accounts? If you're talking about some weird phone syncing method, please specify, because I really don't think that's necessary for getting these things done.
If I click on the 'Google Chrome' icon, I see 'Add to Chrome', but that just gets me on to the new tab page. It doesn't show any of my apps. So, no, that's not right.
But yes, I'm able to use 'New Tab Page', which opens all my apps in a new tab, which is what I want. But still, Google Chrome is the way Google expects you to make new tabs, so how am I supposed to get to the saved voice memos if it's there at all? So, thanks for the help. My experience was nothing like that. All I needed to do was sign into Google+ The voice memo would then be in the "New Email" section, not the "Saved Voice Memos".
As for my gmail, I have multiple accounts, and those multiple accounts have email addresses on it. Each account can't go to 'New Tab' directly, since that automatically loads your Gmail inbox, which is a non-working app. (And by the way, I am still not able to access my gmail account directly, so 'new tab page' also won't load my apps either.
