For your device Settings; Allowed Apps & Services should be 'Open' (if not 'Blocked'). React to a possible reset with your devices 'Settings > Reset > System and Data. Check your device is properly connecting using the 'Connect' or 'Settings > Connect' screen. Check your connection with your router. If you have a wired connection, try an alternative connection (eg USB to Ethernet converter) If a reset or connecting process still doesn't work, try a different network (eg WiFi at home) to see if BBC iPlayer is usable. Verify your ISP can see/reach BBC iPlayer (eg that your ISP isn't blocking its port range, or that your ISP doesn't block BBC iPlayer, even if a user in a country blocked access to BBC iPlayer).
