Why is OpenVPN blocked?

OpenVPN is blocked because it provides a direct connection between two servers.

While the OpenVPN protocol is open source, the service itself (provided by Cisco Systems) is protected with security checks to make sure only authorized users can access the service.

While most open protocols use symmetric cryptography, such as SSL or SSH, OpenVPN also offers asymmetric keys to prevent eavesdropping. Unfortunately, asymmetric encryption has problems of its own: asymmetric encryption relies on key distribution and verification, both of which are much slower than symmetric encryption. This means that there are two keys involved: a public key that anyone can encrypt with, and a private key that no one but the intended recipient can decrypt. If the public key is intercepted, anyone can encrypt with the public key and send it to the target.

An example of how this would work: Alice uses her public key to encrypt a message for Bob. Bob needs to decrypt this message, but the only way he can do so is with Alice's private key. However, when Bob receives this encrypted message, Alice's public key is already in the message; since Bob has Alice's public key, he can decrypt the message with it.

If Alice changes her private key, Bob has no way of decrypting messages that she sends him; however, he has no problem decrypting messages sent to him by other people. To prevent this type of key compromise, OpenVPN uses a Diffie-Hellman handshake to exchange keys. The Diffie-Hellman algorithm is designed to have the properties of a pseudorandom number generator, and generates the same output for different inputs.

To exchange keys, the server starts by sending the target its public key. The target will then compute the same key using its private key, and send the server the result. Finally, the server sends its public key back to the target.

Because of this exchange, OpenVPN only has to store one copy of each of the exchanged keys; once the server sends its public key to the target, the target is no longer able to use its private key to generate another public key.
