Do you have an iPhone app
My phone is a iPhone 4. I can connect and use my internet normally but when I try to download apps or open apps that ask me to activate I can't do it. I tried to reset my network settings, I tried to download the iOS 9.3 and I tried to restore my phone.
My OS version is 9.2 The last time I had a similar problem was a month ago when my OS version was iOS 9.0.3
So is this an iOS issue

Does mullvad do split tunneling?
My friend uses mullvad for internet, split-tunneling one computer (windows box, with a browser extension to tunnel) while his other computer also has a browser. No Ipsec.
There is another person in the house as well, which seems to be using a very high bandwidth, and I am assuming that is coming from the housemate's macbook which they do not connect to the router. The problem is, even when we have no windows boxes or macbook open, and thus no need to tunnel, the housemate can go and check their emails, listen to youtube etc, even though my friend is in the room, at another computer, which should theoretically get all that bandwidth off mullvad but it doesn't. It stays around 20kB/s (and my friend still gets everything at full speed at his computer, so no problem there) - however I also have android phone as well, and if I plug it into a usb port on my pc or a vpn, then it gets 100mbps of bandwidth back.
We are wondering if this is just a normal problem which happens with all internet sharing programs or if its possible our ISP is throttling the ipsec traffic? Yes, IPsec will use your ISP's IPSec policy to ensure end-to-end security. When you share internet access, the ISP is typically given the right to deny access from certain hosts/IPs. This is done based on the risk the ISP perceives your sharing to be of getting abused (ie DoS).
With respect to your example, it's likely not your ISP doing it, but rather the Mac owner. If the Mac is on VPN access, your ISP would not be able to determine where the traffic comes from. In fact, because of this your Internet usage is probably capped at the MAC owner's speed (because your ISP would only ever see traffic from the Mac directly).
