You might want to check out odesk and vayable.com . Odesk is free, vayable is free in Canada. I think there may be some way for people with no skills to make money on these two sites.

What you mean by beginner? If you are asking the site to find and contract an expert I wouldn't think so. I have heard good things about the "learn to do x" projects, however I have not tried it. You have to be able to provide high quality products. Otherwise they will turn you off immediately.

If you are talking about learning the craft and contracting at a lower level than what you have completed in your previous career, then yes. If you want to make just pennies per product or be stuck in a rut (like 99% of content creator jobs you see) then yes you are basically screwed until you improve. I made an avg.
