We'll start at the county homepage. SCPB is indicating page 1 of 3. He then found seven county pages, and 244 city pages. They're all different, both in layout and in number of pages contained. He could make guesses at how many pages of data there were on each page, but would have to choose, or more likely will be forced to choose between the ones at mid-size. So not that easy, the number of pages per county and city very much thought to be unknown.
So what's the solution? Just download and scrape. Yes, that's what we're going to do. I'll reccommend a scraper for web spiders, but just make your own.
