For fast mode, bandwidth is not an issue: The fast mode will continue as usual with up to 2x the usual speed. If you have less than 8 GB of bandwidth monthly used (that's 10 MB per hour), the CyberSpam Filter will not run and in that case the average page-load time is just slightly slower. And if you have 8 GB and a smaller total bill, the average page-load time is roughly half that of the usual.
Fast mode is free if you don't use ads (but not available if you use blocking ads). All in all this option will give you faster loading times but will require some small fees if you have no or almost no Internet connection. Also note that the fast mode is intended for the people who can't even watch regular YouTube videos, therefore it might not be for you.
