I have just solved this.

I needed to download it from a different website and then save it as an image.

This works if the PDF is in a new tab on the browser. If you are using the website in another tab, then open another new tab and go to the URL of the website and the pdf will be saved for you.

The only reason I could find this was because I tried to download the file, and it didn't work. But if I saved the file as an image instead, it did.

How do I unlock a protected PDF on Android?

If you prefer to avoid paying, don't fret! We still have two ways to unlock and edit the files on your Android phone and tablet. Android PDF Unlock (via ADE). This is our "free" version of unlocking a protected PDF on Android, it works for most files (and in some instances works for some locked files - but not for all), however we do encourage our customers to follow the instructions below as they have additional options. Firstly, download the ADE program from the Google Play Store and run the program.
