The file extension is set to ".pdf.lock". This is a special file type that contains encryption instructions for the Adobe Acrobat Reader.

If you download a PDF and the file extension is "locked" then you will need to delete the file extension and save the file. In my case I have saved the file as .txt.lock
Then I opened it in my editor and changed the extension to .txt Then I saved the file as .pdf and that worked for me.

I downloaded some of the PDFs and found they had a lock icon on them. If you right click on the file, select Properties and then open the "Compatibility" tab, the option to change the file extension from ".lock" to something else is there.

If you do not see this option, try right-clicking on the PDF icon and choosing "Properties".
