How can I Find My daughter's iPhone for free?

I have no idea how to get my kid's iPhone back. I took it from her in April last year and she has had it with her at all times since then. Even though I tried the original method on her Apple ID, it seems to not work for me. I tried the "Find My iPhone" service from Apple and that too seems not working.
If she takes the SIM card out, will it be useless? She's still using that iPhone. What could be the problem? I did not charge it for 5 days. Where can she find it now? Any leads would be helpful. So you think that if I take the SIM card out, then I am not going to be able to use the Find My iPhone? It won't be totally useless. I guess I have to wait until I get my hands on the phone again.
So even if I do not connect it to the internet, I won't be able to use the Find My iPhone service? No it won't be totally useless. You can do anything that you can do from the device remotely. If your daughter forgets to turn off the device, then there isn't much you can do, but if she connects the device to a Wifi network, you can track it by its MAC address or even locate it on Google maps.

I have two teenagers that I am very concerned about.
They both have iPhones and use the Find My iPhone app to track their phones all the time. I don't want to discourage their phone usage, but I want to find out what apps they are using and where they are going. I am a grandmother and I need to know. Does anybody know of a free app that would work?
How about Google Keep? There are also apps like Loco and Wifi Map, but Google Keep is by far the best. (The same goes for any other web-based solution. For example, I tried to follow my daughter to her hotel room in the middle of the night, and ended up following her from an area close to her hotel into a parking garage (at the wrong address). It was only after I left Google Keep open and refreshed her location page a few times that I realized I had gone the wrong direction. But Google Keep was working fine, because it saved the last known location, and then pointed me to the proper hotel).
