How to fix your system administrator has blocked this program?

For an extension blocked by administrator, I want to open the options page in that extension to clear the content's permission, and re-open it again.

But I can't find the link for this. How do I do this?
I know I can just open the extension from chrome://extensions/ . But I'm afraid that the extension has been changed or installed again, so I cannot get the original version.
