Which website builder is suitable with designers? (not just graphic design, any kinds). There's a wide variety of website builder and they all have their own features and disadvantages. Here are some I'm aware of and can probably cover every base to some degree: Website builder - My favourite. Easy (for users). Efficient. Extensible and flexible. Customizable templates. Mobile responsive. Disadvantages: May take a while to get setup if you have few pages. It's worth noting this is very much geared towards web sites and may be overkill for graphic design requirements.
May cost a little too much for what you're trying to do. For your use case maybe not worth the investment, but again, perhaps not what you wanted when asked.

It is really hard to say for most people. If you have used an online course site, then you know that there are tons of different learning platforms on the web and the ones you learn on, may or may not be available offline.
So in my little corner of the world, I know how to create a website using Dreamweaver (and some additional applications), but I also try to get everything on to a WordPress site. And, like most folks, I do everything within Photoshop CC as well. Not for the reason you may think. It's actually not Photoshop's fault I prefer the web way.
You can easily change your mind on that. Once you know the basics of HTML, CSS, and JavaScript it makes sense. You can go to Adobe's web pages and download free files of many things such as icons and fonts to use in your designs and projects. Once you do this, you might start to wonder, ok, how do I create a button that looks like it came straight from Photoshop?
Or, you could just stick with what you know best: Photoshop. Design in Photoshop. If you choose to stick with the old, tried-and-true method of design in Photoshop, it's probably best to make use of the Smart Objects feature in the library. Smart Objects are basically a special collection of layers in a photo, much like what you see in a collage. So, you can just make a few clicks and drag and drop objects directly into your design (if you are looking at an online picture resource.)
If you need to work from scratch, you can create your own layers and make them a Smart Object which can even create its own group if you drag layers onto the layer area. But, even better than all this, you can make your images into a vector format that will let you scale them without problems. This can include Illustrator, Flash or any number of services. So you don't have to make them all vector. Some sites like Dribbble already allow some to be in vector formats.
