Exemption 7c is a federal law that protects the information of federal law enforcement agents.
If a federal agent has requested an individual's information from a company, and the company has provided the information to the agent, the company must file a Freedom of Information Act request to get access to the information. This means the company has to pay a fee to the government, and the company cannot just decide to give the information to the individual. This applies to private companies as well as government agencies.
If a company does not want to provide the information to an individual, it can ask for a Privacy Act exemption. This exemption allows the company to keep the information private. This exemption is available to any company that provides law enforcement information. The term law enforcement information is defined in the Privacy Act.
What is law enforcement information? Exemption 7(A) states that information in law enforcement files can be withheld if it would disclose techniques and procedures for law enforcement investigations or prosecutions, or would disclose guidelines for law enforcement investigations or prosecutions if such disclosure could reasonably be expected to risk circumvention of the law. Exemption 7(C) states that information in law enforcement files can be withheld if it could reasonably be expected to endanger the life or physical safety of any individual. The Privacy Act also has another exemption, exemption (d), that allows the government to keep the information private. The exemption (d) states that information in law enforcement files can be withheld if it is compiled for law enforcement purposes.
Exemption 7(E) states that information in law enforcement files can be withheld if it could reasonably be expected to endanger the life or physical safety of any individual. I understand that exemptions 6 and 7 are for private information about individuals. The other exemptions have to do with personal information about an identifiable person. My question is how do they relate to a corporation? I am reading the instructions for exemptions 3, 4 and 5 but none of them say they are specific to an individual or an organization. So what am I missing?

A person within the meaning of the Privacy Act (5 U.C. 552a) includes an individual, an establishment, or a corporation, partnership, association, or joint stock company. An establishment includes an organization, that is, a group of individuals associated in some fashion. Thus a corporation would fall under the Privacy Act and may only be disclosed to an authorized representative if the disclosure is pursuant to any of the other exemptions.

There is no restriction on the nature of records the FOIA may require disclosure.
