Is 1.1.1.1 or 8.8 8.8 faster?

I have about 25,000 rows of data that has to be sorted and I am using an InetAddress to compare the addresses.

Does the server get faster by having more of it's code in ROM instead of RAM? Is it faster overall? Do you think I should switch from Tomcat 8.8 and 8.9 servers to Apache Tomcat 8.10 and 8.20 for the fastest server with 8.10 being slower?
Are there better things to worry about other than RAM? The server has 2 GB of RAM. It makes sense if you use the same application across different platforms (which seems the case), but you have not indicated where it is hosted - I'd try and get it hosted on a cloud VM where the size of resources available will be fairly constant and you can test performance changes of different levels of resources against the host (ie you would then use small instances of the host - probably Amazon and GCE). You may also wish to look into running on a managed cloud service like Google, AWS or Azure.
