Is it possible to track location by phone number?

I'd like to make a service that will send a single message to some users when it receives a phone number from their mobile device.

I'd then like to record in a table the location of each user at the time the phone call was received, then send them another message.

It seems I can create a database table with a unique user id and an update timestamp. But is it possible to store any relevant location details within the message? If so, is there some documentation available about how? I would rather track users on mobile devices than on landlines. The API is quite low level though and requires authentication.
