I've never used the service (so, I don't know), but I think the "use it for free" phrase is referring to usage. If you're not paying for a service, but you're still using it, then you're not "using it for free."

My interpretation is that you can use the service for free, as long as you are not billed for it. But I think the best solution for you might be to subscribe to it. It is, after all, only 9.50 per month. And most people who travel abroad tend to get a month free with their mobile service anyway.
