How to reset proxy server?

How do you reset the proxy server and change it to the default?

You go to control panel to choose a new proxy but it is no use, I can still connect with the old one. When I click on the option then I cannot change it. How do I remove the old one and replace it with the new one?

I am new to network security and proxy in general. I work on windows XP and this is an issue which occurs rarely. I use 3G modem for internet and connection through a proxy server (which I don't know how to set it). I use an IP address as my proxy, to which I cannot add any website, even though I add a website IP address of my ISP, it won't work (maybe that is the problem with the 3G modem).

When I connect my laptop to the cable modem then it automatically redirects to the internet and stops working. After I reboot my machine then it connects to internet through my ISP's network. I don't know what is wrong, maybe the new proxy settings won't work? If you can help me with that, then I will be grateful.
