Here is what I suggest. First you need to download Google Search Preferences (GSE). Next, go to System Preferences -> Security & Privacy and hit the little lock icon (see attached screenshot). On the Privacy tab, check that "enable web content blocking" is checked. Now hit the checkbox below it (it might be grayed out) and type the name of any of the websites that are blocked in the "Blacklisted domains:" box. Hit "OK." Once you've done that, close out of Safari.

Now go back to your Google Search Preferences and click on the "Update" button. I'm pretty sure the "Google Toolbar" will be updated along with the websites that it has blocked and unblocked. (See below for the exact wording)

And yes, it did work. I had to re-install the Google Search Prefrences via the Internet menu and then close Safari (as the Google Bar had disappeared) before I was able to update the GSE bar. I'm posting this answer just in case others have tried this with no luck.
