History. The area which nowadays corresponds to the Andean states was populated by indigenous people and had a small colonial history before the independence of each of the states. In the Incan civilization, the country of Peru was ruled by the Incas. Their capital was Cusco, in today's Peru. I'm not sure I fully agree with the second paragraph. If you look at the official documents - articles 16, 27 and 40 of the Treaty and Declaration of the Andean Community - they seem to have more in common with the GATT or the Single Market, than with economic liberalisation (though of course both these bodies are liberalistic).

In my opinion, the main purpose of the Andean Community was to promote the economic integration of the South American countries, a task which is still ongoing, though much less actively pursued now than during the peak years of the Community in the 1960s. From its creation until 1991 it has failed in achieving this objective.
