I think you are looking at it wrong. If you are using Surfshark within the UK (or Ireland, or even in some other EU countries), you will be fine because it is allowed by law. However if you just download/access any files from the netherlands or US/Canada or South Africa then you are breaking the law. They still allow VPNs in those countries but its illegal to download stuff from the country you are accessing Surfshark from.
