Can you turn on Google Play Store?
and it's done for you.
Now, when you first plug in the phone, it doesn't show any apps or anything yet. Just a grey screen. What needs to happen next is that Android should have found all the apps and updates needed to bring it up to full speed before it starts talking to Google. That's the first boot of the Nexus 6.
So, what happens then? You go into developer mode and turn off that warning message that tells Google ? You follow that prompt with a few clicks (just hold both volume down keys at the same time and just keep holding them and they'll tell you how). Now, all these apps we haven't installed yet, they start updating and then downloading all the files and such you will need to get Android running. That may take a bit of time depending on how many apps you are installing on it, but again, Nexus phones generally don't like to hang for a long time when you boot them. Not that I've ever had one of those issues before. Anyway, once all the apps are fully installed and booted, Android will start bringing up a number of services we use. Most other people have those in place already, but they might appear differently, depending on which carrier you are signed up with. In our case, those services that say Not available in your country, you can turn them on by going into System -> About Tablet, and then in the Status option. This is where you'll want to turn on Google Services because the Sprint service is already on there. Turn the On switch for Google services ON.
That doesn't mean it is working completely, though. It is working most of the time, and if you turn Sprint back off, for example, it will take some time for your phone to connect to the network again.

How to open the Google Play Store in browser from my desktop?
The link you provide in your answer is also a valid link. However, it opens Play store on mobile and not on PC. There might be a feature to set that, but I do not remember.

In fact, when I tested it on Chromium browser, it gives a small popup saying, "If you're not logged in, it's OK to give them control over your data." I'm not sure what it means exactly, but you can click OK to proceed.
