Does this definition apply in practice? eg, does someone living at home use their mailbox at home? Can I put my old residence on my application (even if I'm now living with my spouse)? It does however employ over 600,000 postal employees, which are the United States government, and thus a federal employee. The only postal employee's job title is "Postal Carrier", whose normal duties are to deliver the mail.

Most cities and towns outside California use a US Address. It is not unusual for rural areas to also use a US address. It is not unusual for rural areas to receive mail at a Post Office or Post Office Box, if available. My understanding is that the "United States" or US Postal Service is not required to make accommodations for addresses where "Rural" is prefixed or where the city is so small that it cannot be listed as a separate address block or ZIP Code.
