This is not a simple task. You will have to crawl the web, parse out phone numbers and other information to find the correct people.

But I can suggest the following: Create a spreadsheet where you store all the phone numbers, email, addresses etc. Create a spreadsheet for the different locations where you want to place the markers (with GPS coordinates). Use an online service that will crawl the web and fetch the location data. There are several free ones like GeoCrawler or Yahoo Maps Geocoding.

After you have all this data you can now use the Google Maps API to show the places on your own. From what I've read, there isn't a good way to track someone by phone number. The best way to do this is to keep a database of all the phone numbers for all the people you want to track. You'll probably need to use your own server and database, so that the database isn't tampered with.

Once you have all the numbers, look for keywords in the phone number. The easiest way is to use the Google search bar and enter some common words, like "number to trace". Then, in the dropdown menu, click "show more sites" and see what you can find. This method will give you a lot of results, but you'll have to do the sorting and filtering by yourself.

The next step would be to create a web page that uses the JavaScript API to display these results on a Google map. You could also use a Google Custom Search Engine, which is a better way to filter the results, but a lot harder to set up.
