Is it legal to unblock sites?

I know there are some who would argue that there is nothing illegal about it. I'm not so sure.

I'm curious as to what is legal and what is not. If I unblock a site, would that make me a criminal? If I unblock a site, is it like being a spy or something? If I unblock a site, am I giving the site owner money? I'm just curious as to what's legal. D
