How do I stop VPN from throttling?
I'm having the same issue.
My ISP is throttling BitTorrent and I've been using a VPN for months. It's been great for torrenting, but it's now interfering with all my traffic because it throttles all of it.
Here are the three steps I took. I also tried to change my DNS to OpenDNS which didn't work.
Set my DNS to Google's 8.8 and 8.4
Open Network Connections. Click Advanced Settings. Click the "Properties" tab and click "Reset the network proxy settings". Set "Use a proxy server for your LAN" to "Bypass proxy server for direct Internet access". Click OK and restart your computer. This worked for me. But be aware that if you don't want to use the VPN, it will be set to ignore any network traffic that's not on your VPN tunnel. So your network may slow down.
Do you get the same results when you use another VPN? (eg TunnelBear). If it works with TunnelBear, it will probably work with other VPNs. But I'd try it with other VPNs as well.
Set your IP address back to its original static IP. There are a few ways to do this. The easiest is to use Windows Update. First you'll have to figure out your original IP address (usually in your router settings). Then you'll have to edit your connection properties and change the IP address there.
When you're done, run a Windows Update, which will overwrite all of your settings. If you don't have access to the IP settings in your router, you can also try to manually change the settings. This can be done by using the Wireshark application. When you start the program, click "Capture". In the new window, click "File". In the next window, click "Capture Filters". A drop-down menu will appear. Click "Add" to add a capture filter. Use the filters to narrow the capture down to your original IP address.
This method is not perfect, but it should work for most cases.
Does Surfshark prevent throttling?
If your ISP blocks your account and keeps throttling you, Surfshark may allow you to keep browsing after several weeks of doing nothing.
There are no guarantees that your ISP won't block you again if you are using Surfshark, but if you have other ways to reach the Internet with a clear IP address it could help.

You can use a free DNS service which provides your dynamic domain name to SurfShark. This DNS works even if the web sites are blocked by your internet provider. You can use either ddclient or no-ip and both provide free DNS servers for dynamic domain names to surfshark.
I have tried using dns over at dnshelp.org, but it won't work. My domain name is www.alittlebit.com (no-ip) and it isn't registering with dnshelp.org when trying to open surfshark.
For some reason it also doesn't seem to register with no-ip. The no-ip software keeps on changing the domain name, so at least I haven't yet found a solution to this problem.

Thanks for the info, and that's very kind of you. I have actually had more success with ddclient than with no-ip, but then ddclient runs my own server which is much cheaper than the free account at no-ip.
Why is Surfshark slowing down my internet?

I would suggest you start surfing again to see if your speed changes and if it does, uninstall Surfshark and install it again and try surfing as if you are surfing with your browser. Once the speed change is noticed, do the uninstall and reinstall.
I believe your issue might be due to an external adware. This adware may cause the slowdown internet speed. So, once you confirm that, go ahead and uninstall this malware and follow the steps mentioned by Danno.
If your ISP uses an IPS (Internet Protocol service) where the provider needs to see the traffic from your computer (such as with P2P), it could be slowing your connection. It is possible for the ISP to throttle your speed.
The ISP will be able to see your traffic when they sign off for the data connection. If they see excessive traffic and a slow connection, they may decide to lower your connection speed. If you're using an ISP with a high speed connection, you should be able to connect without interference.
As long as your ISP doesn't reduce your speed, this shouldn't be a problem. I don't think that it should cause slow downs in surfing speeds.
