I do know some information about the Chrome "VPN" connection. There is no direct way of disabling it. You could try to go to chrome://net-internals/#overridesand see if the network.vpn option exists. If not, there is probably no way to control the chrome VPN.

You could also try to use the Chrome "VPN" connection only when you are on a network where the "VPN" is allowed. It should then become disabled when you disconnect from the network. Another way to test this would be to install a Windows 7 VM and install the "VPN" settings.

It might also be worth mentioning that the "VPN" connection is for "Google Chrome" ONLY. All other browsers might not have "VPN" support. Also, for Internet Explorer and Firefox it might not even work properly.
