Can I create Apple ID with Gmail?

I have a problem that if I want to create new Apple ID, I need to create new email account in gmail. But when I tried to create it in gmail, I will receive this error message: "Create Apple ID Account failed". Is there any way to solve this issue? Go to this link and follow steps from step 1. First time I've used a Apple ID for anything. I used Google to verify my phone using an App called "Find my iPhone". I created my new Apple ID by myself, and it took a bit of figuring out the login screen, and a couple minutes on the computer.
