It is still available as a Virtual Network Card in Server Core installations, though. The reason that is because they haven't yet released the source code and it is likely not going to happen anyway. It would make no sense for Windows 10 to integrate server functionality because you can do just about everything without getting your hands dirty. Plus, since most people with their laptops just use them for web browsing, apps, etc., why would anyone need a VPN client?
I'd say it would be nice to have included though. Many schools and companies, especially those that enforce BYOD policies, are looking into getting people to log on to their computers in order to gain access to some restricted files. You can setup a VPN on a router and use it as part of the home wireless network which will allow them access to a secured network. A client-based VPN would enable them to use their computer from the school's or office's computers which is quite neat if it worked without adding another layer of adminstering. I doubt that Microsoft would add that feature just for fun though since I can't imagine how they could benefit from doing so in the way they probably could envision.
