IKEv2 is now an available IETF draft." It also says that "The basic IKEv2 protocol described in this document is intended to be compatible with the standard IKEv1 protocol." Is this meant to mean that the two are the same? Or am I missing something?

The IKEv2 draft appears to be much more robust than IKEv1. To my understanding, the only difference between the two is that IKEv2 uses public key cryptography and IKEv1 uses shared secret keys. If both IKEv1 and IKEv2 are really using the same protocols, then I wonder why the IKEv1 protocol wasn't improved to take advantage of IKEv2.
