If it's jailbroken you could try disabling the "Allow apps downloaded from Cydia" in /var/MobileSubstrateBundleID.dict Another option is to get rid of the app on your iPad through your phone (if your phone has iTunes) by connecting your iPhone to your computer and sync your apps via iTunes then connect your iPad to your computer. Delete the app via iTunes. You could also disable the Allow apps downloaded from Cydia app to prevent downloading from the Cydia server.
Alternatively, use a third party solution like Appcleaner or iTunesCleanup to clean up unwanted data on your iPhone or iPad.
