Is OpenVPN access server not free?

I need to create a very basic server to share an OpenVPN connection with another OpenVPN server.

If I use a free OpenVPN access server I can set the connection as 'shared' and it seems fine. However I'm not sure if this is the free version. Also I've been told this version does not support a static IP for access servers. It seems that the free version of OpenVPN access server only allows free connections which have no static IP addresses. Are these statements correct?
