Can you trace an IP address to an exact location?
If you can't, how do you know if the person you are investigating is guilty?
How do you know if a criminal is guilty of a crime? How do you know that someone is innocent? You don't. You don't have to. And I don't think that it's a good idea to have to.
The fact is that there is no 100% reliable evidence. There is no way that you can ever be absolutely sure of anything. All that you can ever be sure of is that you didn't make a mistake. And that's not good enough.
I'm sure that you're aware of the adage "If you're going to lie, make sure that you're lying on the right side." The thing is that most people have never heard of it. They don't know it's an adage and they don't know that it applies to their lives.
Most people think that you're either guilty or you're not guilty. If you're guilty, then there's nothing more to say. If you're not guilty, then there's nothing more to say. It's a black-or-white question.
In fact, the answer is "both". Because you can't prove anything, you can't disprove anything. Because you can't prove anything, you can't disprove anything.
It's the same situation that we find ourselves in when we are involved in a lawsuit. If you are found to be wrong, you can't be held liable. If you are found to be right, then you don't have to pay your opponent any damages.
I'm not convinced that any of the other posts really get to the heart of the issue, but I wanted to point out that I have never been able to "prove" anything in a court of law (except that I was not guilty). I've had an IP traced to a given location (or at least an approximate location) but it's always a bit of a guessing game. For example, a person could be at a local sports bar with a lot of computers.

I just want to be able to make requests from my local computer that will be routed back to the same ip address.
For instance, I would like to access an ip address that would point me to "www.mainserver.com". Is there any way that this could be accomplished?
The only protocol which can do this is called RTP/RTCP (RTP=Real-Time Protocol and RTCP=RTP Control Protocol). This is a proprietary technology supported by Real-Tek products, a company which was bought by Motorola. This is what's called Real-Tek technology.

I need to find out what IP address is assigned to a phone number.
Example: I called my brother and he picked up the phone. He said that the IP address is 5.14. The city where this IP was assigned is somewhere else, so how can I find out what IP address is assigned to 5.
There's only a very small chance that an IP address could be assigned in a different city, but if you do want to know for sure you could try asking your ISP. If you have a router with dynamic DNS features, it will use the name as the dynamic part of the IP address, while the last part of the IP address is the same in all cases (including the static IP address). So just change the name of the IP address to something you're more likely to find at your brother's place, and then check the DNS name for the new IP address.
The DNS name for the IP address from the example would be: home.tld But that's very unlikely. A server at that address might even be down or it might be a completely different IP address, if the IP address is only reserved for specific locations.
