If so: What would it take to make an actual difference in the answer? I'm having a hard time thinking of anything that would change anything. 1) You can easily build an instance where Orbot and cubot communicate without any need for an IP address. 2) On the whole, I don't think there are any network performance issues. Cubot does some of the most network intensive stuff on the OS itself.

3) Yes, they are both peer to peer networks, it's not about IP address assignment or ownership (that you'd be trying to prove anyway).
