How do I stop downloading apps from the App Store?

Go to Settings > General > Restrictions.

Here, you can add and remove apps and content types that require your device to be signed in. You can also restrict use of apps that contain content that you have not purchased. How do I permanently block an app from installing?

We have tried a number of tools, to no avail, so far.

(Adware Doctor does not even scan apps, it just scans our registry.) We do not know how to "unblock" apps in one of the apps that is already on the computer, and it seems we cannot disable the app without blocking it -- even though they are on the same computer, with one being a child.

You should be able to tell if an app is blocked, but if you can't, try this: Open regedit.exe and open the following registry value. Yes, there is a way to do this. The method is using a jailbreak and requires at least iOS 5.1. So it is not compatible with devices running iOS 6, and will most likely not be supported in a future update to iOS.

Apple's documentation states that applications have been given access to all application-related data on the device, giving them the permissions to access: phone calls and dialing numbers. Identifying information about other people. Contacts. Listening to music. Reading contact card information. Viewing or sending messages. Using or modifying the device's network information. Viewing, listening to, or playing protected content. If you decide to completely block an app from accessing these permissions, the permissions should disappear from the device's settings. This also applies to the settings of the app. You cannot remove all permissions for an app. For instance, you cannot completely remove location-based services from a GPS application like TomTom.

What apps do. Some apps use permission to identify what apps can or cannot access your location. They allow you to disable the app's access to your location in the settings of the app, or the app can prevent itself from running if your location is disabled. You can also completely remove location-based services from any app that uses it.

Note that as you may have guessed, Apple controls what apps can and can't access. You can't remove the permissions that applications use to access the data.
