So is it then, by your post that all you really need is an account and the server(s) hosting the proxies that are set up for your country, and nothing more than your home ISP (which we are assuming is what most people are talking about). The proxy will always be going to the database (if you're using a database), so it doesn't matter if it's slow or fast as long as it's frequent.
