The way that the control panel works is essentially you are setting up the IP network mode that you have on your device. The control panel also allows you to set up a VPN using Policy-based networking if the VPN supports it. Perhaps yours does and the control panel just doesn't work for you.

As for the VPN settings, back up your control panel settings and then use the methods in the link above to set them manually. If you don't want to go through the effort of manually setting them then you might want to consider using a VPN software program that is capable of handling the settings for you.
