A VPN can be setup on a router, but if you are asking this question, I'm guessing you're trying to do it from a computer running Linux and you're running into problems.

The answer is yes, but not in the way you might think.

It's not very common for a TP-Link router to have a built in VPN server. In most cases it will have a port open for a specific service that you use it for, such as DDNS. This is what makes it work for things like OpenVPN. In most cases, these ports will be locked down to very specific usernames.

If you are able to create a username that has access to the port, then you can create a VPN connection. However, there's more to it than that. A VPN connection is made up of several components. There's the L2TP (Layer 2 Tunneling Protocol), a protocol used to create tunnels over the internet between two users. It uses a key exchange, which is the first component. You need to exchange keys to allow for authentication and encryption of your traffic.

In addition to L2TP there's also L2TPv3, a more modern protocol that uses stronger encryption and allows for higher security. It's also more complicated to set up, requiring a few extra components. I'd recommend that you use L2TP over L2TPv3 unless you have specific reasons for wanting L2TPv3.

There are other protocols available, such as PPTP (Point-to-Point Tunneling Protocol) that use different methods for key exchange. I'd suggest that you only consider using PPTP if you need to connect to servers outside of your local area network, such as Microsoft's Remote Desktop Services.

A VPN connection requires both a VPN client and a VPN server. If you are trying to set up a VPN on a Linux computer, you'll need both a VPN client and a VPN server. You could use a server running Windows as the VPN server. It will probably work, but it won't be the best option for performance.

The best solution is to use a client on the computer running Linux. There are a couple of choices for Linux. I prefer OpenVPN. I also prefer it over L2TP because I have better luck with it. It has more support for routing through a tunnel and it's easier to set up.
