In my opinion, if an order is to be found in biology then it must be the order of biological complexity.

Although, I can hardly imagine a system with no biological organization at all. One may think that all orders are necessarily top down while some orders are surely bottom-up. I think that biological organizations should be viewed as emerging from an evolution (the evolution of organisms) rather than being there a priori and fixed, like physical laws in Newtonian mechanics or physical properties of matter in quantum physics.

Is there any sense in saying that there is a certain biological order? We could perhaps agree that order is a notion coming from an intuitive perception about some properties that one feels is there even though we cannot justify this perception in mathematical terms. For example, there is an order in the world and in nature because we cannot do experiments with the world or with nature without observing a regularity in it (so, from a deterministic point of view the order is there for sure). However, there is no clear definition of what an order is or how to distinguish order from disorder.

The question is: what we mean by order? One simple example of an order is the order of classical physics. This is the property that we know that when two particles are approaching each other with velocities below some threshold, the forces acting on them are attractive. We also have that when the velocities exceed the threshold, the forces are repulsive. In other words, we have that the force is monotonically decreasing with the velocity of the particles and then increasing. We call this a bottom-up order.

If we define an order in some physical context to be the property that the forces have a certain monotonic dependence on the kinetic energy, then we would say that the order in biology is bottom-up. In fact, the order is usually considered to be what happens when one compares organisms of different sizes; they will not grow faster than others if their growth rate is limited by their metabolism. Therefore, the smaller the organism, the slower is its growth rate because the force is stronger and the growth is limited.

To the best of my knowledge, this is probably one of the examples of bottom-up order. However, this might not be the best example of an order in biology.

"Boltzmann Constant" (which defines the constant to make sure you get a nice "order" value for a statistical calculation called entropy (or statistical thermodynamics)) - If you've studied thermodynamics you'll see the term "entropy", which is one mathematical measure of the order/disorder in a system by observing probability distributions or similar.
