How do I connect to VPN without app?

My university has assigned us a VPN, but I can't seem to connect to it.

I've tried the client and the server, and both times I get the same result: Tunnel setup failed: VPN handshake failed. Failed to open tunnel on 'ipv4' address family for subnet '192.168.0/24'
