My answer would be "Aeron" which was released in 1938. I am no expert though as I have only seen it once.

I think he's confused about the Disney Channel, with the Disney Channel the channel was created in 1985 but Disney has been making cartoons since 1937 when the Disney Studio was formed by Walt Disney and Ub Iwerks. So I don't think the oldest is Disney Channel but the oldest one I have seen is "Mickey's Christmas Carol" which was made in 1940.
