Yes, I believe you have to have a television service, such as satellite, or cable, or some other TV service. I am not completely sure, but I believe you have to be at least a subscriber for 3 months.

And, to answer your question, I do not know how you get this free access. It may be that you have to pay some other subscription, but I am not sure.

Actually, I don't think you have to be a subscriber for any length of time, only 3 months. That's one of the reasons why I get Hulu Plus (I have a satellite TV package) because it is cheaper than the regular Hulu.com service. And it's no longer going to count against my monthly data usage (and there's only a certain amount you can use each month anyway).
