How do I control app screen time on Android?

I would like to restrict the time a user can spend playing around with my app on the phone.

I do not want them to play games or access other services for longer than say 30 minutes a day. My main priority is that they have to be able to call friends, surf the web and take photos without my app taking over the entire screen time. How do I do this?
