When you open Firefox it will install a Google Chrome extension which allows you to start a chat with your phone. It's called the Signal Desktop App, it's available from your Firefox Addons Directory. You can then share the address of your browser to send someone, click on the address and then enter the number of the person you want to send the message to. The browser has its own chat box that shows you all the conversations going on (if there are other users in the same room you can get notifications). You can share urls, images, videos etc just like normal Facebook Messenger does - there are some very clever extensions available if you want more of a UI like experience. It's worth checking out as a standalone app as it's quite useful when it works.

Why would someone use Signal Private Messenger?

I can give you a hundred reasons why, but none of them are good enough. Sure, there are people who use Signal Private Messenger for non-political reasons.
