I'm no lawyer, but I believe that it's unlikely you could be prosecuted for whistleblowing.

However, you could be prosecuted for other crimes, like tampering with a witness. This is probably not common, but something to keep in mind.

I'm not a lawyer and I'm not qualified to give legal advice. But the answer is in the question. I'm sure that the US Department of Justice would prosecute anyone who attempts to subvert the system by trying to take advantage of the situation. However, it seems more likely that an individual would try to work within the system, not subvert it. So, I don't think that they will look at it as a crime against individuals, but rather as a crime against the government (or in this case the people).

What does it mean if someone is a whistleblower?

This is a good question.

It's really hard to sum up, but to be a whistleblower means you are ready to speak out when something wrong happens in your life. Usually it's a bad thing that goes on and then someone does something about it. I think that people don't use the word very often because of fear. They don't know how it works, but many things that could have been done a different way by the way were not taken up by the system.

What should I do when someone asks me about a problem? I can only give advice. It doesn't mean that anything would happen to you or anybody else if you didn't follow the advice. I feel very uncomfortable saying anything about how to take care of people's affairs, because everybody lives so differently. One person might be happy after talking to somebody else, while you are sad. The next person might be furious, and the next one indifferent. So if someone tells me about her problem and asks me what to do, I can only tell you what I think: That what you thought about may not be enough. But I cannot say for certain. People just don't know and I don't know. You may call the right person when you have problems. Somebody might come up with some interesting answer. You might get away with all you want and nothing will happen. Or, you may find yourself in a situation which you cannot get away from.

Do you know anybody who was murdered for exposing corruption? Many people in many countries are killed for doing their job. The Russian mafia has been doing its own kind of murderings with increasing regularity recently. But even when they aren't doing it openly, many employees of government are always in danger of getting killed by someone as an act of retribution. People in Ukraine also have an increasing number of people get killed in connection with the government. But the Ukrainian mafia in Russia doesn't kill as much as the others.

Why is it difficult to publish books in your country? There are many reasons for this, including technical problems, but mainly the lack of interest among the population in literature in the first place. We in Germany are not so fond of culture. In addition to this, a majority of the population in Russia is quite illiterate. Most readers don't finish the books they try to read, they don't even take notes.
