I have a LG G4 that has "unlocked" the parental controls to allow for certain apps.
It does not seem to be working, and I've checked that I'm using the correct device ID number (ie "LG G4, Build Number BLA").
How do I unlock the controls, or otherwise allow for access to these features? What it sounds like is that the settings are locked because you didn't unlock them using the correct device ID number. You should see the device ID number in the app where you set up the parental controls.
If you are not seeing this on the main screen in the settings app, you can also find it in your notifications where it will show up as an item next to the device ID.

Many thanks! You're right, there are several apps that allow you to change settings for Google Play on your Fire tablet. If your tablet is rooted, you can download this from XDA-Developers which will allow you to modify the system partition to change the parental controls and other settings on your tablet without rooting it, but it is a risk to do so without knowing exactly what changes you might make. Some might tell you that you will brick your tablet but others (a lot) of them do say that this app doesn't wipe your entire ROM.
XDA-Developers has an app, 'Parental Blocker', that allows you to put on-screen locks on apps instead of on your tablet by allowing any app to use an input layer that blocks access to all other apps that aren't locked to specific buttons on your app. I haven't tried this with other than the Play Store, but if I'm understanding your question correctly, this would be what you're looking for. It doesn't modify the operating system but just the one app. You can have multiple levels of locking so each app has different functionality but they all share the same control interface and have the same restrictions. It would work if you were trying to remove parental controls for a third party app. It does require root but at least from my testing, is not an all or nothing method to brick your tablet.
There is also an app, 'Unlock Me', that locks the screen like Parental Blocker does but only works for apps that have been specifically written with input layers. You can also have many locks of different kinds, and lock different parts of an app at the same time. It requires root and is completely a black box. As mentioned, you could brick your tablet if you are not careful when using it. There are also apps that claim to prevent children from changing the lock screen but those only change the look of the lock screen with no protection. When I last checked, they were pretty much nothing more than gimmicks to trick users.
